Because Nigeria makes everything that could simply work out very complex. This goes for both government and the people. If any individual happens to have oil in their backyard, then this is the beginning of trouble for that person/family - from others, beggars, and robbers. Now what makes it unworkable for communities that have the oil in their backyard? That should be a blessing to the people who really own the black gold.
