These were not just any civilians, as I understand it. They were armed Boko Haram fighters who had been seen shooting villagers or cutting them with machetes.
It would be best to have an effective court system as well as jails and prisons to detain and try criminals and terrorists. When the existence of the state is threatened by violent rebellion, however, soldiers may have to shoot first and ask questions later.
