The Chairman of the Nigerian Governors Forum, Dr. Bukola Saraki, criticized mobile operators while speaking with journalists about the increasing incidence of kidnapping. He accused the operators of becoming accomplices in the menace of kidnap, stating “kidnapping had become a purely technology-driven crime“.
He states “the ‘business’ of kidnapping was booming in the country because abductors could continue to communicate with the police for over a week with their location remaining unknown”.
It is possible to identify a cell phone call location simply by locating the base station tower that transmitted the call. This does not require any special tool or technology, it’s network-based. If this exists, I would be surprised if the police have not utilized it in their investigations. There are other systems that are handset-based that depends on special software and some form of a satellite-enabled GPS tracking system as well.
Even if Nigerian mobile service providers lack this network-based capability, disparaging them on the pages on the newspaper is unnecessary, in my opinion—why not work with them as partners to effect the necessary changes?
The usefulness of cell phone tracking capability goes beyond tracking criminals; it has public safety implications as well, particularly during emergencies.
